Deputy Director Judi Torrico, a Bay Area native, joined the San Jose Police Department in June of 1995. She has a Bachelor of Science Degree in Social and Criminal Justice. Deputy Director Torrico is a graduate of the Santa Clara County Leadership program, POST Supervisor, and former Emergency Number Professional.
Judi started her career with the San Jose Police Department as a Police Communication 9-1-1 Call Taking Specialist. A year and a half later, she was promoted to Public Safety Radio Dispatcher. She was a member of the Dispatcher Response Team, Team Leader, and involved with several technology projects including selection of a new Computer Aided Dispatch (CAD) system. In 2004, Judi was promoted to front line supervisor as a Senior Public Safety Radio Dispatcher. She supervised Public Safety Call Takers and Radio Dispatchers on their daily duties.
In 2009, Judi was assigned to the Communications Support Services Senior position, which managed all technology for the San Jose Police Department 9-1-1 Dispatch Center. During her assignment she managed several CAD upgrades, 9-1-1 telephone switch upgrades and full solution replacement, 9-1-1 Center audio recording systems, GIS map rolls, Alternate Public Safety Answering Point build out, and several other projects.
In 2012, Judi was promoted to Supervising Public Safety Radio Dispatcher. Her duties included managing daily operations of the 9-1-1 Center, investigations, handling collateral project and or assignments. Shortly after her promotion, she was requested to work out of class as the acting Assistant Police Communication Manager.
In 2013, the Department asked her to manage the Bureau of Technical Services (BTS) Systems Development Division, which handles the technology for the Police Department ranging from desktop computers to the patrol car mobile data computers. There have been several key projects she has managed which included the Patrol Car MDC replacement project, Business Intelligence Solution, Analytic Suites, CAD and RMS software upgrades, and various other technology projects.
The Police Department civilianized the Bureau of Technical Service Deputy Chief position in 2017 by creating a new Deputy Director rank. After an extensive search, Judi was selected to manage the San Jose Police Department Bureau of Technical Services. The BTS Deputy Director manages the Systems Development Division, Crime Analysis Unit, and Body Worn Camera Units.
